When one half of the able bodied, decide to vote themselves a paycheck from the other half of able bodied; knowing that that other half will be forced using government power, to take care of them.

The next step is that the second half of the able bodied, realize that every increase in work rewards, will be taken by the government; so they decide to stop trying.
