For my area it is not. But there are areas and times it sacks people from there home or makes the roads unmotorable. It hasn't come yet, but is a resident evil we all know about about and prepare for. Those sand bags could be what people jump on along the street to take them to the main road. Don't worry, it'll be brought life to you when the heavy rains start.
