Um, okay, but other DApps use Steemit’s encrypted private messaging just fine. Those are “broadcast on the blockchain” but encrypted. Nobody but the recipient can read them as plaintext. Still don’t see how your system would prevent A from pretending to be B, signing up with a throwaway email account.
