It is about a nature park in The Netherlands, the intention was to leave the animals alone but a lot of aninals die because of hunger (in winter). There are a lot of Dutchies angry about it and some of them feed the animals during winter (without permission), because the animals can't go to another place. It is a big area but not big enough and fully fenced. Beside that the population is growing and they don't want to shoot them. I also talk about a fully fenced area in Israel only then with humans.
