Nice! I'm glad that you allow the occasional "Savage one liner rebuttals" haha. We certainly need those. I like the idea of taking tests to make sure you qualify for voting on a particular subject, but who is going to make the tests? And, in more abstract questions, who will decide what's right?

That's a tough question. I think the government will make the test, based on what government and academia researchers find, and also a survey for average people's opinion will also hosted online, and we'll contract this data mining to a third party company. The test will be compiling of the most critical pros and cons and whoever participates must past at least 60-70% of the test.

Test will probably just include key issues on a voting subject. If you're able to select a group of them out of a list of random issues, then you have some understanding of what you're voting for. The data mined from the third party company will decide what's right. The result of data mining will show the most concerning criteria.
