If Maid-chan had to guess then, based on patterns in human stories, Shiya's mother is the mysterious highest ranking Urara. And she got her powers from a god that is Chiyas father.
This is a taboo, but since her powers are so strong, she was not thrown out of town, but also isolated except for highest paying customers.
But that is just Maid-chans extrapolation.
With your processing prowess I am quite sure that this extrapolation of yours has a high accuracy. I also believe that Chiya is the daughter of the number 1 urara after all.
