Th artist must have been an amateur. He tried to provide a sense of viewing the people from a small height by making their legs look very short. All it does is make them look grotesque.

It also looks like the canvas was folded at some time, creating the creases and loss of paint in various lines.

If it is of sentimental value, or it is very ancient, which gives it some value as an antique, perhaps you should get a quote from a restorer. I would not do a heavy restore, just slightly to bring back some of the colour and have it treated so that it lasts for a few more centuries.
