At least three ways come to my mind right now:

  1. Let's make more roles to the blockchain for people to take care of important stuff. Most stakeholders are not interested in that, but it has to be done by somebody. Instead of reaction when SHTF, people in these roles could be proactive.
  2. We could make voting difficult. There shouldn't be an easy way to be eligible to vote. If you are inactive or in some way harmful for the blockchain, you can lose your voting power. That would concentrate the voting power to the hands of people who really care about that stuff. Quality of elections gets higher when stupid and ignorant people can't vote.
  3. Better tools to see and understand how the blockchain is functioning. Stakeholders could get automatic emails (or notified by other ways) when something important happens in the blockchain, and daily/weekly digest for important metrics of blockchain health.
