Thank you so much for your confirmation. As you well know, there are some abusers who are doing vote farming by copy-pasting others' good posts. Basically, our main objective is to resist them. We refuse to discount any abuser.
Yeah, there are many users doing plag and getting voted whereas the original creators rarely get any votes.
Steem/hive both is same in this case.
