The community has proven its influence clearly in the ecosystem and while Steemit Inc may hold much of the stake, it does not hold the value as that is created by us each day as we engage with each other and on the various Dapps that have leveraged the technology to create communities interested in interactions. As you say, they have no option but to reduce their stake to pay the bills as they have always and that leads to the decentralization needed to have a better environment of development and growth in the long term.
