well ya u pay local dealers in bytecoin or monero, using a steemit mixer, ur locall dealer hides drugs in a location near u, leaves waits 20 mins to get out of area, messages u with gps coordinates and instructions of where he hid the drugs like under a tree somewhere or drop off points, so dealers can never have to meet customers
but ya should have a darknet steemit like using steem over tor...We should find a way to use steem blockchain over tor
