Great idea! This would have to be put into law, however, because the way it is right now a large company can't extend its health insurance coverage to a subcontractor.
When we had employees for our web dev business, we did our best to offer competitive benefits, but we just couldn't match the larger companies so we tried to offer other things that larger companies couldn't do. In the end, though, we ended up getting rid of employees all together and working with subcontractors.
The cost of health care was only a small part of the reason why (we really didn't like having employees) but this was prior to the Healthcare Act - we saw the writing on the wall and bailed before that really affected us.
Acutally, at 10 hours, you can list them as an employee -- but you have to prove they provide a valuable service and that it warrants them to be covered differently.
This is why the larger corporation is the best option. Us little guys can't get the insurance that allows them to do this.
