You bring up an interesting point on curating tags. I think sometimes the author of the post doesn't really know what tags are really appropriate for the content as written. I know I tend to add a bunch of tags if I think they somewhat generally fit but I've been trying recently to do a better job of fitting the tags correctly. It might improve the situation if the curator could assign a percent vote of the different tokens they have staked depending on how well they felt the post fit the content of that tag. For example, if the post contained original photography but did not have the photography tag perhaps someone with staked PHOTO token could vote it at 25% for that token and a different percent for STEEM or CCC.
The interface could show a voting slider for each token the curator could distribute with the tokens highlighted that the author of the post has suggested using the tags. Just an idea, I'm not sure how workable it would be.

a system like that puts the onus on the curator to accommodate the author not bothering to make sure their tag fits the content. That is backwards. If an author is not sure what a tag is then they should not be using it. I could have argued that part of this post belonged in Creative Coin, I chose not to use the tag because it wasn't a substantive part of the post.
