ISPs, Google, Facebook, Verizon, AT&T, the FCC.

All of them, to some extent, exercise some control over what you see and how much of it you see.

Also, in certain parts of the world, the government controls everything (China, North Korea, Iran). Citizens in those places are very limited in their access.
