Lil Nas X: "Country music chart ban made me feel even more accomplished"

I don't honest understand what's the requirements to chart in country music charts as the hip-hop tune has a touch of country on it.
It's like back in the day when Nelly collaborated with Tim McGraw with Over and Over which has a country touch on it, and it didn't chart the country music chart.
I remember when Lorde who reached number 1 in alternative rock charts when her songs are not even rock, and you can't hardly hear any rock in the songs' instruments.
So how this Old Town Road any different? I am not a fan of this song, but the Billboard requirements can be confusing.
