"THEREFORE I WILL SAVE MY FLOCK, AND THEY SHALL NO LONGER BE A PREY; and I will judge between sheep and sheep."
Ezekiel 34:22 (NKJV)

God promises that His flock would no longer be a prey (Ezekiel 34:22). Who is preying God's flock in the first place?
There are some who found themselves in the leadership positions in God's vineyard or Kingdom who do not know the gravity of the responsibility that is put on them. They are lacking in the understanding of the seriousness or graveness of what is committed to their hands. Such leaders are the ones preying the flock of God (Ezekiel 34:2,3).

A number of such leaders do not have the fear of God and they do not have hope.
a. The fear of God would restrain or prevent you not to put your hand in sin.
b. The fear of God would cause you to tremble at what could be the implication or consequence of whatever you are doing or about to do—thus, you would be concerned or afraid to do evil or anything wrong.
c. If you had hope that you are going somewhere, you are on a pilgrimage on earth, you would not put your hand in any sin (1 Peter 2:11,12).

In contrast, someone without the fear of God would never put all the things mentioned above into consideration; such would just go ahead and do whatever wrong they intended to do.
Thus, a believer who lacks the fear of God and does not have hope of being in heaven, who finds himself in a leadership position, would not care or mind anything or the consequences of any negative things he is doing.
There are leaders who are in the work only to milk the sheep which they would not want to feed:
2 “SON OF MAN, PROPHESY AGAINST THE SHEPHERDS OF ISRAEL, PROPHESY AND SAY TO THEM, ‘THUS SAYS THE LORD GOD TO THE SHEPHERDS: “WOE TO THE SHEPHERDS OF ISRAEL WHO FEED THEMSELVES! SHOULD NOT THE SHEPHERDS FEED THE FLOCKS? 3 YOU EAT THE FAT AND CLOTHE YOURSELVES WITH THE WOOL; YOU SLAUGHTER THE FATLINGS, BUT YOU DO NOT FEED THE FLOCK" (Ezekiel 34:2,3 NKJV).
Whereas, It is against the law of civility or mannerliness to milk a cow you have not fed!

The Scripture is not against drinking from the milk of the cow you have fed but it is completely wrong to want to milk the cow you have not fed (1 Corinthians 9:7). God would surely deliver His flock from those who are preying them (Ezekiel 34:7,8).

Another thing God said He was going to do is to judge between the sheep and sheep, and He will save His flock (Ezekiel 34:17,20,22).
Some believers bully their fellow believers, even in the same local church.
Some take advantage of their fellow believers.
God said He would judge between sheep and sheep, between rams and goats (Ezekiel 34:17).
The sheep in question would have eaten up the good pasture but decided to trample the residue or remainder of the pasture (Ezekiel 34:18).
What does this mean? A believer whom God has made comfortable, who wanted to look down on those who are not as comfortable as him or her in that same fold. Such would want to create a class and form a clique or circle or set in order to intimidate and put other people down. However, God said:
20 ‘THEREFORE THUS SAYS THE LORD GOD TO THEM: “BEHOLD, I MYSELF WILL JUDGE BETWEEN THE FAT AND THE LEAN SHEEP. 21 BECAUSE YOU HAVE PUSHED WITH SIDE AND SHOULDER, BUTTED ALL THE WEAK ONES WITH YOUR HORNS, AND SCATTERED THEM ABROAD" (Ezekiel 34:20,21 NKJV).

If you are in a local church and you and some people consider yourselves as the elite group. You dominate things that are happening in the local church. Whatever you and your so-called elite group do not agree with would not stand. Even the pastors posted to your assembly are muffled or stifled that they could not execute any vision put in their hearts because the elite group disagrees with it. Things you do has made some other members, sheep, leave the fold—the local church.
If you found yourself in this dirty thing, you would do well to repent now before God comes with His judgement, because He did said He would judge the shepherds (Ezekiel 34:10) and judge between fat and lean sheep: ‘THEREFORE THUS SAYS THE LORD GOD TO THEM: “BEHOLD, I MYSELF WILL JUDGE BETWEEN THE FAT AND THE LEAN SHEEP" (Ezekiel 34:20 NKJV).
Thus, If you changed not, both the unfaithful shepherd and the fat sheep who bully the lean sheep, His judgement might be severe and the consequences might be calamitous.
