It's gotten to the point where the rep you don't want is 25. A score of -19 is about as difficult as achieving a score of 70+. Not many people would be able to do either.
You are getting pretty close! I don't think either number is achievable without some serious whale intervention, either upvoting you like crazy or downvoting you like crazy!
60? Nah. You know that the reputation score is logarithm based? A score of 70 is more than an order of magnitude greater than 60. At a rep of 61, you are exactly 1/10th the raw score of 70. Maybe you're not aware of SteemD. Check this out:

I have been on Steemd but I am never sure how anything is calculated. I know that whales have a huge impact on SP though, which explains how YouTube stars who are on here for one day, but haven't invested any money even, end up with reputation scores in the 50s already.
Another metaphor might be the richter scale. If a reputation score of 70 is the equivalent of a 7.0 earthquake, the a reputation of 60 is about the same as a 5.7 earthquake.
Measured in terms of distances to the Moon.
A reputation of 25 would be on the earth's surface at sea level. A reputation of 70 would be on the surface of the Moon. A reputation of 60 would be the location of those satellites in geosynchronous orbit at about 20K miles altitude (about 1/12th the average distance to the Moon).
