I'm sorry about the condition this case has put mum to. Just maybe your brother would have to get it that the in-laws are not entitled to constant benefits. He's also need to be reminded that he's got a mum to take care of.
Once the entitlement mentality is wiped off and priorities set right again, then I guess everything will be alright
