The Main Actors Behind Illegal Cigarettes
The widespread circulation of excise-free cigarettes in various regions in Aceh is already a hidden crime, a hidden crime that cannot be handled thoroughly. In a crime that cannot be revealed or does not want to be revealed, it must involve strong people, people in power, or involve many interests behind it.
The production and circulation of illegal cigarettes has been so massive, including in Aceh. However, no suspects have been brought to court. The police only arrest small sellers or agents, and there has been no legal follow-up.
What about the big actors behind the production and circulation of illegal cigarettes? Why are they so difficult to catch? Who are they really?
Questions like this arise because the circulation of cigarettes continues and the seriousness of state officials, especially the police and Customs, in eradicating it is not seen.
Behind this massive circulation, there are main actors who have so far escaped the public spotlight and law enforcement. They are not just small traders in the market or retailers in roadside stalls, but are an organized network involving officials, businessmen, and local stakeholders.
Illegal cigarettes do not just appear out of nowhere. From production to distribution, a neat system and large funding are needed. This is where the influence of unscrupulous businessmen plays a role as capital supporters and regulators of distribution channels.
They take advantage of legal loopholes and weak supervision to distribute products without excise or with fake excise stamps. As a result, the state loses up to billions of rupiah every year from potential lost taxes.
Worse still, indications of the involvement of certain officers and local officials in protecting this network are no public secret. There are reports of shipments of illegal cigarettes being allowed to escape inspection, and officers even become dealers. This shows that the practice of toleration and sharing of "quotas" of profits has become part of their modus operandi.
When the officers who should be taking action are involved, then eradicating illegal cigarettes becomes almost impossible.
Ironically, in the midst of the rampant anti-smoking campaign and increasing awareness of the dangers of smoking, Aceh has become a fertile ground for illegal cigarettes. The community, especially young people and the economically weak, are easy targets.
Cheap prices and easy access trap them into consuming products that not only damage their health, but also harm the state.
It is time for the government and law enforcement to stop being half-hearted. Eradication of illegal cigarettes must target the main actors behind it, not just the players in the field.
Transparency, accountability, and full commitment are needed so that Aceh does not continue to be a haven for these hidden economic criminals. If left unchecked, not only will the country's economy suffer losses, but the dignity of law and justice in this country will also be tarnished.[]
Cigarettes have always been a good reason to smuggle, same for alcohol, coffee, cocoa, car radios, mobile phone sold on the black market.

No matter if access is easy or difficult if you are adult enough to smoke you should carry the conseqiences and pay for the risks you voluntary took.

Little children today hold a phone with access to the internet. They find everything so the results of smoking can be found. It's free will that makes one ignore.
Today with us mainly low educated people smoke. Those with brains have a more healthy lifestyle.
