On busy I can still do the automatic immediate self vote, and as you already saw in my thread, it is one of busy.org's advantages over steemit.com.
This fork will put a dent in the vote seller's business model because early voting won't go to the author, anymore.
Are you sure the change will not apply exclusively to early self votes?
I did not comprehend it from steemitblog's thread about HF20.
You could hurt vote sellers, a multiaccount spammer and plagiarizer, but instead you chose to bitch instead of rid of the problem.
Pibara joined me, and while he is a significant addition, if you joined, the spambot's owner would have to create a new account, which I would detect quite quickly, and he would have to change its MO, which may make it harder to detect, but a more thorough crackdown on spammers and shitposters that buy votes would leave its owner with no choice but to do something which I will not elaborate here, for not giving him idea, because he already read and replied to one of my comments about it.
BTW, a multi account spammer can do very well here without buying a single vote.
Buying votes helps and reduces the need to use a lot of accounts.

Before HF20 is in tact, it is more urgent to downvote its posts close to their payout time, after they got fully voted.
The programmer of this bot was smart enough to make it skip threads that get downvoted beyond a certain threshold.
pibara's power seems to be above this threshold, littleboy's is above it for sure, at least was when he downvoted it.
My SP is below this threshold.
You should downvote its posts that are displayed as 7 days old but did not pay out yet.
How to know their age?
If your voting quota got deducted (check right before you downvote), it is a sign of a successful vote.
You preferred to let the cancer grow and be cured by others, so it grew and now is harder to cure.
You need to downvote at 100% only its threads that have a pending payment larger than your vote value, otherwise you should downvote at less than 100%, assuming that you start with its oldest threads that are still not paid.

Turbocharging my account made me go approximately from 30 SP to 200 SP and my reputation go from 48 or 49 to 59 in 6 months, while accelerating my powering down, receiving and giving downvotes, and I do not power down fast enough for me to grow as fast as I can despite I did increase my rate of powering down more than thrice already.
I need to increase this rate again.
Had I powered up everything, my SP and reputation would not have been anywhere near where they are now.
