Proposal Progress: Testing steemd with curl

Progress Update

I've fixed the submodules - so the repo should be a lot cleaner. I also update CyoEncode lib to the latest (2021), the previous was dated 2012 or so. I've also done a few testing (e.g. curl the rpc, ctrl+c and then restart) all seem fine.
