Four Draft Qanuns Approved by the Bireuen Regency House of Representatives Will Take Immediate Effect.
Four Draft Qanuns (Raqan) for Bireuen Regency, submitted by the Bireuen Regency Government (Pemkab), have been approved by the local Regency People's Representative Council (DPRK), and presented in the final opinions of the factions during a follow-up plenary session, so that they can take immediate effect.
This hope was expressed by the Regent of Bireuen, H. Mukhlis, ST, in his remarks at the 4th Plenary Session II of the 3rd Session of the Bireuen DPRK for the 2024/2025 session year, which was held in conjunction with the closing of the 2nd Plenary Session II of the 3rd Session of the Bireuen DPRK for the 2024/2025 session year, Wednesday afternoon (August 13, 2025).
"I hope that with the approval of all the draft qanuns we submitted some time ago, we hope that all our hopes can be immediately implemented effectively and improve public services, both in terms of issuing permits and increasing local revenue," he said.
On that occasion, the Regent also stated that the implementation of the 2024 Regional Budget (APBK) had gone well and was a cause for gratitude. "As the Regent, we continue the leadership of the Bireuen Regency Government and appreciate the hard work and support of all levels of the Bireuen Regency Government apparatus and all elements of society," he said.
The results were very encouraging, as evidenced by the Audit Report (LHP) of the Republic of Indonesia's Audit Board (BPK-RI) Aceh Province Representative Office for the Bireuen Regency Regional Government Financial Report (LKPD) for the 2024 fiscal year.
Bireuen Regency successfully maintained an Unqualified Opinion (WTP) for the eleventh consecutive year. "This achievement is not solely the result of the work of the executive branch, but also the collaboration of all parties, including the executive branch, legislative branch, community members, and the private sector, who are the pillars of regional development," the Regent stated.
Meanwhile, Deputy Speaker II of the Bireuen Regional People's Representative Council (DPRK), Muslem Abdullah, who chaired the meeting, stated that the Bireuen DPRK had just completed deliberations on four draft Qanuns for Bireuen Regency to be enacted as Qanuns. Specifically, the Draft Qanun concerning Accountability for the Implementation of the Bireuen Regional Budget (APBK) for the 2024 Fiscal Year was discussed.
The Draft Qanun for Bireuen Regency concerning the Implementation of Building Approvals and Certificates of Functional Worthiness was discussed; the Draft Qanun for Bireuen Regency concerning Waste Management; and the Draft Qanun for Bireuen Regency's Medium-Term Development Plan for Bireuen Regency for 2025-2029, proposed by the Bireuen Regency Government.
Meanwhile, the Draft Qanun initiated by the Bireuen DPRK, the Draft Qanun for Corporate Social and Environmental Responsibility (TJLSP), has not yet been ratified due to the need for further review with relevant parties.
"Hopefully, this will become a legal basis for running the government in Bireuen Regency. Therefore, we sincerely hope that the matters conveyed in the final opinion of the Bireuen DPRK factions will be followed up immediately as appropriate," said Deputy Chair II.
