Because we have also been trying to do the above for years, for decades messages have been sent into space in order to try for someone to capture them, such as the famous Arecibo message, and we have also been trying for a long time to receive or capture radio messages, even if they are fossils, of these messages that were perhaps broadcast thousands of years ago, but that are roaming around the universe and to try to capture some of them, which is the mission of SETI.
In summary, Abraham Loeb was speculating with those possibilities, he did not say it categorically, obviously he could not sign because for that you need evidence, but he speculated with that story and I affirm that it is not wrong to speculate, what is wrong is to affirm things for which you have no evidence, he was simply speculating on this matter and said that we had to open the debate on that topic.
