Cars are only towed away and impounded here if they are parked illegally in such a way that they obstruct fire engines or emergency vehicles, for example. Nothing happens at all because of a broken light, except perhaps a friendly warning if it catches the eye during an inspection. What you are reporting does indeed sound like systematic enrichment. And it is right that there are protests against it.
“Systemic enrichment,” we could call it that, is real. Here the police always want to take advantage of anything, just to make people feel they have to offer money to avoid a bigger fine. It’s a culture that has developed and is very present in Colombia, but in Venezuela it’s much worse. Unfortunately. Thanks for commenting.
