I think this is a good proposal. It could be the solution to improve or optimize the financing process for projects or ideas that are planned for future development.

One of the points I must warn about is point (i).

(i) Introduce micro grants (small funding pools) for developers, designers, and contributors creating open-source tools, dApps, and utilities that enhance the Steem ecosystem.

I remember that previously, 25 Steem were automatically granted as a delegation. This was exploited by several chains of hundreds of empty or spam accounts to generate curation profits (minimal, but which added up to a significant amount of SP between them). To avoid this, it is preferable to omit this option, or in any case, create a stricter verification system and grant the delegation after such verification has been approved (if this community is approved).
