I think the escrow code was actually deployed in 2016. I think it was just never well-documented.

I'm not aware that anyone ever got much traction with it, but I think there were some implementations.

Here's the only one I'm finding with a very quick search. Hopefully the new SDPay will get more adoption than past efforts.
