This is so true from your description of what happens daily as we continue to exhibit survival instincts. Sometimes, one wonders what exactly the government uses the taxes collected for. Despite the hardship and difficulty experienced within this neighborhood, I can tell you that those business owners aren't exempt from being taxed. But what value do they get?

I wouldn't say this is all about corruption but failed leadership. We lack a maintenance culture and hence the continued decay we see in our infrastructure.
