This is a mere semantics, never alluding to any thruth !

The EXECUTIONER is not a murderer, but a servant of the State ! Thus the total number of murder hasn't increased , but reduced because the murderer successive plans to murder more has been stopped !

Again , it will serve S a deterrent to them who are planning to be murderers ; all culminating in total reduction of murderers in the society !!
