Cigarettes have always been a good reason to smuggle, same for alcohol, coffee, cocoa, car radios, mobile phone sold on the black market.
Where money is involved is greed and reigns.
No matter if access is easy or difficult if you are adult enough to smoke you should carry the conseqiences and pay for the risks you voluntary took.
Pay for the own healthcare and those in the family and around you since scientist discovered that those who are forced to share a life among smokers have high chance of lung cancer!
Little children today hold a phone with access to the internet. They find everything so the results of smoking can be found. It's free will that makes one ignore.
Today with us mainly low educated people smoke. Those with brains have a more healthy lifestyle.

You are right. cigarettes have become an acute disease for both the smoker and the people around them. In Indonesia, which is a smoker's paradise, because only about 27 percent of men do not smoke (including me), it is very difficult to reduce the number of smokers.
Illegal cigarettes are widely circulated because there are consumers, so the police and customs officers are suspected of playing a role.
How sad....
