I have now checked the accounts booming01 to 04 and SC03 to 09. I have not been able to recognise any anomalies with these accounts.
Then you certainly don't mean the community curators.

But you can see this with many vote buying services or vote bots. They often vote about 5 minutes after the post has been created. This is because the votes are only fully included in the reward calculation from the 5th minute onwards. Up to the 5th minute there is a deduction. If you would like to find out more about the mathematical/technical context, you can read more about it in this post and it's replies.

Your observation shows that these curators have automatically voted for a post/author. In order to optimise the curation rewards, the bot is set to vote before the vote buying services. Therefore, the vote is usually done between 3 to 5 minutes after the post has been created.
So if you see something like this, you can conclude (in most cases) that the votes have been cast automatically.

Gosh, I've read that post by Remlaps. I'm not sure if I'd understand it entirely even if I read it a hundred more times! It felt a bit like being back in a science class, watching my teacher and classmates discuss a complex subject, which was quite amusing. But I definitely got his point about the different voting times. You are right; those consistent payouts for most posts do make it seem like vote buying is happening.

A lot of user feel the same way. For the blogger and curator, the only important thing is that there is a ideal time window of between 5 minutes and 6 1/2 days for the curation.

I may have got it wrong because you said between 5 minutes and 6 1/2 days for the curation. I upvoted many new posts in between the 3rd-5th minute. Is this the reason I don't get anything from those?

You cannot earn curation rewards (CR) if your SP (Steem Power) is at such a low level. PLEASE! Don't care for the rewards yet! It will frustrate you!

Your chance of getting more rewards is if you vote before a whale votes or if you vote early. Have you ever seen 'rme's post? So, if you vote within 3-5 minutes, and that particular post gets a huge amount of votes ($), your chance of winning is very high.

I often see rme's post. It's always trending. But I think my SP is still too low to actually gain much reward from upvoting.

Following the money can be stifling for me; otherwise, I would likely be earning much more by now. I could never do something like Fiverr, where writing is based on the monetary reward. I could probably write, but it would be robotic and lifeless.
