Rumenta in fiamme

Era inevitabile che accadesse.
Un cumulo di immondizia in centro Avana e' stato dato alle fiamme da qualcuno del barrio.
Siamo fra Concordia e Lealdad, ad un tiro di schioppo dal Capitolio.
Sono dovuti intervenire i pompieri prima che il fuoco divampasse in modo serio rischiando di danneggiare le abitazioni circostanti.

Il problema della rumenta che si accumula nelle strade non e' soltanto un problema di decoro urbano ma anche e soprattutto un problema sanitario, fra l'altro parliamo di zone dove ci sono scuole ed ospedali con tutto cio' che questa mancanza di igiene puo' generare.
Se lo stato, la muncipalita' nello specifico, non e' in grado di risolvere questo problema e' normale che i cittadini si mobilitino in qualche modo per ovviare alla situazione.
Perche' la rumenta rimane nella calle?

In primis suppongo manchino i mezzi sufficienti per raccoglierla per non parlare della benzina per farli muovere che latita.
Poi non ci sono abbastanza cassonetti, perche' ce ne sono, ma quando si riempiono tutto tracima fuori.
Occorre anche dire che i consumi per i cubani sono aumentati, un tempo questo problema era minimo rispetto ad oggi, la gente consuma piu' di tutto e di conseguenza c'e' piu' immondizia.

Mettiamoci anche il fatto che il cubano butta per terra di tutto, ma anche questo e' comprensibile, fino ad un certo punto.
Da un lato manca quel minimo di cultura che spinge il cittadino a capire che se butta qualcosa per terra sporca la sua citta', il suo paese, e che qualcuno quel qualcosa dovra' poi raccoglierlo.
Poi mancano i cestini, ho perso il conto delle volte in cui giro 5 isolati con un pezzo di carta in mano perche' non so dove buttarlo.
Vedo un cumulo di rumenta e lo getto li', non ho alternative.

Quindi che fare?
La soluzione sarebbe come da noi privatizzare il servizio, darlo in mano ad una azienda non statale che si occupi di acquistare i mezzi e pagare gli operatori.
Ma poi questa azienda andrebbe pagata, a quel punto probabilmente finirebbe il consueto mangia mangia dei funzionari statali che, sicuramente, ci inzuppano il pane in situazioni simili.
Poi la gente brucia l'immondizia....prima o poi doveva capitare.

RUMENTA ON FIRE

It was inevitable.
A pile of garbage in downtown Havana was set alight by someone from the neighborhood.
We're between Concordia and Lealdad, a stone's throw from the Capitolio.
Firefighters had to intervene before the fire spread seriously, threatening to damage surrounding homes.

The problem of rubbish piling up in the streets isn't just a problem of urban decorum, but also, and above all, a health problem. We're talking about areas where there are schools and hospitals, with all the consequences this lack of hygiene can cause.
If the state, and the municipality in particular, isn't capable of solving this problem, it's only natural that citizens will take action to address the situation.
Why does rubbish remain in the streets?

First of all, I suppose there's a lack of sufficient means to collect it, not to mention the gasoline to keep them moving, which is lacking.
Then there aren't enough dumpsters, because there are some, but when they fill up, everything overflows.
It must also be said that Cuban consumption has increased; once this problem was minimal compared to today; people consume more of everything, and consequently, there's more garbage.

Let's also add the fact that Cubans throw everything on the ground, but even that's understandable, up to a point.
On the one hand, there's a lack of that minimum culture that makes citizens understand that if they throw something on the ground, they're dirtying their city, their country, and that someone will have to pick it up.
Then there's the lack of trash cans; I've lost count of the times I've walked five blocks with a piece of paper in my hand because I don't know where to throw it.
I see a pile of trash and I throw it there; I have no choice.

So what to do?
The solution would be like privatizing the service, handing it over to a non-state company that would purchase the vehicles and pay the operators.
But then this company would have to be paid, at which point the usual back-and-forth between state officials would likely end, who, no doubt, dip their bread in situations like this.
Then people would burn the garbage...sooner or later it was bound to happen.
