If it was only that easy to label trouble makers but unfortunately it isn't that easy. Some have parents like that who support their child while others k now anything about the bad behaviour of their child.
You are lucky since a schoolmate of my child lost his eye because of a pencil stabber and these days schools are far from safe also because the teachers are afraid and shrug their shoulders if a parent complaints.
