I read it's caused by the "green" energy, the solar panels and it's admitted by the company. During much sun the panels generate too much energy which causes this.
If it's a hack only one group comes to mind. Bill Gates announced to count with more and longer blackouts — remember?

I always count with blackouts. It helps if you kniw when but if not you can still be prepared and not base your lifestyle on electricity only.
