Fog forms when air containing water vapor is cooled to below its dew point, so that the vapor condenses into tiny water droplets or ice crystals that float in the air, reducing visibility.

That's right, as far as I know.

When the ground cools, it cools the air layer directly above it.

This is not precisely enough as your photo proofs which shows fog on the water.
