Who do you thinking about to support with the Steem Power you'll receive once you become one of the lucky winners?

After reading this point, I thought maybe the Steems would be given to us as liquid Steem as a reward, then we would power them up ourselves and delegate them to help new users work.
But, as a reward, we have been given delegation, and we cannot help others in any way except by upvoting using its voting power.

Does giving SP as a reward mean giving delegation? I don't know this, so I wanted to know a little,please 🙏🙏
