"Homeless" literally means without a 'home'. 'Home' is a permanent residence. A car is not a permanent residence (can't get mail delivered there) so yes she is technically homeless.
I say "I am homeless but not roofless" and it drives people insane. They feel like I should be in a ditch. It doesn't count until you are out in the weather. How little they know.
