Corporate Social Responsibility Programs and Efforts to Strengthen a Sense of Ownership in the Community

Corporate Social Responsibility (CSR) programs in Aceh, Indonesia< are once again in the spotlight. This time, strong criticism has come from various civil society groups in Aceh Tamiang Regency, particularly regarding the social responsibility of Pertamina EP Rantau Field. Essentially, the company is being asked to be more transparent regarding the management of its CSR program in Aceh Tamiang.

The Aceh Tamiang Regional People's Representative Council (DPRK) has voiced its demands for transparency, including the issue of land compensation for residents of Kampung Dalam, Karang Baru District. The latest news is that the Aceh Tamiang DPRK summoned the Pertamina EP Rantau Field Manager for a hearing with Commission III of the Aceh Tamiang DPRK on September 29, 2025.

It will be interesting to await clarification on the CSR and land compensation issues. Until now, even the media, let alone the general public, has found it difficult to obtain information from Pertamina EP Rantau Field, except through special events or press releases featuring only positive news to enhance the company's image.

Similar criticism and input also came from Sayed Zainal, Head of the Aceh Tamiang Regency Corporate Social Responsibility Forum, who urged Pertamina EP Rantau Field to be more transparent in distributing its CSR program.

Zainal mentioned that CSR issues are regulated in Article 74 of Law Number 40 of 2007 concerning Limited Liability Companies. Article 74, among other things, requires companies to implement social responsibility.

More technical derivative regulations also exist, namely Government Regulation Number 47 of 2012 concerning Social and Environmental Responsibility of Limited Liability Companies, which further explains the implementation of CSR. Furthermore, Law Number 25 of 2007 concerning Investment regulates CSR obligations for investors.

Village heads, or datuk penghulu (village heads), and community members also voiced similar concerns. This suggests there are indeed problems with the implementation of the CSR program at Pertamina EP Rantau Field. As for the specifics of the problem, perhaps only Pertamina EP Rantau Field can answer them.

Companies should be aware that implementing CSR programs is not simply fulfilling obligations mandated by law. Nor is it simply about building a positive image in the community by hiding corporate shortcomings.

There is a long-term goal in implementing CSR programs: strengthening a sense of ownership among the community and various stakeholders. Companies that profit from natural resources that may have once belonged to the community have an obligation to foster the surrounding community, and the community also has a responsibility to support the company's continued operations.[]
