Intelligence Must Be Civilized, Not Just Sharp: Wali Nanggroe's Message to State Intelligence Agency Training Participants
A solemn atmosphere enveloped the Meuligoe Wali Nanggroe in Banda Aceh when His Excellency Tgk. Malik Mahmud Al-Haythar received twenty-one participants of the State Intelligence Agency's (BIN) Strategic Intelligence Training (Intelstrat) on Wednesday, October 8, 2025.
In this meaningful meeting, Wali Nanggroe emphasized the importance of developing strategic intelligence that is civilized and grounded in humanitarian values. "Strategic intelligence must be civilized," he said firmly but wisely, as conveyed by the Head of Cooperation and Public Relations, Zulfikar Idris.
According to Wali Nanggroe, the sharpness of intelligence analysis must be accompanied by a refined approach and respect for human dignity. He emphasized that peace in Aceh is not merely a historical past, but a national asset that must be safeguarded through justice, dialogue, and prosperity.
"Data and figures without historical and cultural context are like a map without direction," he added.
The Wali Nanggroe also outlined the concept of the Three Clusters for the State's Future as the basis for developing modern intelligence: institutions and culture, issue sensitivity and communication, and synergy and results-oriented.
"The state will be strong if it is guarded by institutions with integrity, sharp intelligence sensitivity, and synergy that provides tangible benefits," he said.
On that occasion, the Head of the Wali Nanggroe Institute Secretariat, Abdullah Hasbullah, explained that the institution is not a political institution, but rather a unifying symbol and guardian of Acehnese traditional values.
"The Secretariat works to ensure orderly, efficient, and accountable institutional governance, and synergizes with the Aceh Government, the Regional People's Representative Council (DPRA), the State Intelligence Agency (BIN), the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and relevant ministries," he said.
Meanwhile, the Wali Nanggroe Institute's Special Staff, Dr. Mohammad Raviq, in his briefing notes, wrote that the institution is based on Law Number 11 of 2006 and Qanun Number 2 of 2023. "The Wali Nanggroe has a moral role as a balance between custom, religion, and state law," Raviq wrote.
The Head of the BIN Training Center, I Gusti Agung A. Winatha, through his representative, Sumiranting Baskoro, stated that the Intelstrat Field Work Practice (PKL) activity in Aceh serves as a strategic laboratory for understanding the dynamics of national security in post-conflict areas.
"Aceh provides an important lesson that stability is not only maintained through strength, but also through trust, justice, and respect for local wisdom," he said.
The meeting concluded with a moral message from the Wali Nanggroe: "Absorb the wisdom of Aceh and take home the lesson of unity in diversity."
