Una delle cose che produce maggiore fastidio nella parte di popolazione cubana che si dedica al business (di qualunque tipo) e' il fioccare delle multe da parte degli ispettori che lo stato manda in giro a fare cassa.
Ovviamente non e' un fenomeno solo cubano, perche' pensate che in ogni comune italiano o quasi ci si imbatta in un autovelox?
Lo stato destina sempre meno risorse ai comuni che per campare devono inventarsene di proprie e quale puo' essere migliore delle multe?
Ricordo anche che se lo stato mi deve dei soldi aspetto anni e li prendo, se li prendo, senza interessi, mentre se io ritardo di un giorno il pagamento di un f24 arriva la maggiorazione del 10%.

A Cuba pare che la disposizione data dall'alto sia di fare piu' multe possibili, ad ogni attivita' commerciale, con ogni pretesto per fare cassa.
Che poi la cassa sia quella dello stato piuttosto del borsillo degli ispettori e' un altro discorso.
Sia chiaro, un controllo ci vuole, la mia famiglia di riferimento ha un chioschetto nel portal di casa, vi posso assicurare, senza entrare nei dettagli, che il sistema di fatture in uscita e in entrata e' una barzelletta ma di quelle che fanno ridere davvero.

Pero'un conto e' fare i controlli, un altro vessare la gente, un amico che a Tunas ha un ristorantino ha pagato 1500 cup di multa per una sua lavorante perche' la stessa aveva un braccialettino.
La ragione addotta e' per la tutela dell'igiene, poi ci sono i cumuli di rumenta in mezzo alla strada ovunque ma quel braccialettino e' antigienico...

Gia' l'isola e' nel momento storico che sappiamo, gia' l'Etecsa e' gestita da branchi di Zichichi, gia' la corrente manca ore ed ore al giorno, forse sarebbe il caso di non mandare mastini assetati di denaro in casa di chi cerca di guadagnarsi il pane.
Ci sono attivita' ben piu' esposte e truffaldine che ne fanno piu' di Bertoldo in Francia, ma quelle attivita', come per magia, la scampano sempre mentre il povero cristo che gira col carretto a vendere boniato viene preso di mira un giorno si e uno anche.

A Tunas i turisti sono scomparsi, eppure nelle case de renta gli ispettori passano praticamente ogni 15 giorni, anche a marzo uno di loro e' passato da me mentre non c'ero, poi si lamentano che la gente sceglie altre mete...

INSPECTORS

One of the things that most annoys the part of the Cuban population that is dedicated to business (of any kind) is the flurry of fines from inspectors that the state sends around to raise money.
Obviously it is not a phenomenon that is only Cuban, because do you think that in every Italian municipality or almost every one of them you come across a speed camera?
The state allocates fewer and fewer resources to municipalities that have to invent their own to survive and what could be better than fines?
I also remember that if the state owes me money I wait years and I get it, if I get it, without interest, while if I am one day late in paying an F24 I get a 10% increase.

In Cuba it seems that the order given from above is to issue as many fines as possible, to every commercial activity, with every pretext to raise money.
Whether the cash is that of the state rather than the inspectors' purse is another matter.
Let's be clear, a check is needed, my reference family has a kiosk in the home portal, I can assure you, without going into details, that the system of outgoing and incoming invoices is a joke but one of those that really make you laugh.

But it's one thing to carry out checks, another to harass people, a friend who has a small restaurant in Tunas paid a 1500 cup fine for one of his workers because she had a bracelet.
The reason given is for hygiene protection, then there are piles of rubbish in the middle of the street everywhere but that bracelet is unhygienic...

The island is already in the historical moment we know, Etecsa is already managed by packs of Zichichi, the electricity is already out for hours and hours a day, perhaps it would be a good idea not to send money-hungry mastiffs into the homes of those who are trying to earn their bread.
There are much more exposed and fraudulent businesses that make more than Bertoldo in France, but those businesses, as if by magic, always escape while the poor guy who goes around with his cart selling boniato is targeted every other day.

In Tunas the tourists have disappeared, and yet the inspectors pass by practically every 15 days in the rental houses, even in March one of them passed by me while I was away, then they complain that people choose other destinations...
