GOD'S TAKE OR VIEWPOINT ON OFFERING
1 THEN THE LORD SPOKE TO MOSES, SAYING:
2 “SPEAK to the children of Israel, THAT THEY BRING ME AN OFFERING. FROM EVERYONE WHO GIVES IT WILLINGLY WITH HIS HEART YOU SHALL TAKE MY OFFERING."
Exodus 25:1,2 (NKJV)
The above Bible passage talks about offering for God. The instruction given to Moses was that he should speak to the children of Israel that they should bring Him an offering.
This shows us that God can command or instruct that an offering should be brought or given to Him. Some are with the assertion that God does not take or receive anything from us. To some extent, that could be true, but on the other hand, It is not an absolute truth.
Jesus Christ paid the price for the salvation of mankind, thus, there is no price for the redemption of Man's soul because Jesus had already paid the price (2 Corinthians 5:21). However, when It comes to other things in the kingdom of God on earth, you would have to pay a price or make a sacrifice for whatever you wanted to receive from God.
God Himself requested for the offering which was to be asked from the children of Israel, It was a command. When God made a demand like that, there is a purpose or reason for it. And usually He has something in mind to do for the people before He could ask them to give an offering. Not only that, God must have blessed the people before He could ask them to give Him an offering. Remember, God granted the Israelites favour in the sight of the Egyptians, they spoiled them. They left Egypt with abundant of gold, silver and clothing (Exodus 3:21,22; 11:2,3; 12:35,36).
This shows us that If you are being blessed materially by God, there is a purpose for it. The blessing is not for hoarding nor for a hedonistic or self-indulgent lifestyle—not to be consumed on your own selfish greediness.
The gold and silver which God granted them favour to receive in Egypt were meant to be used for the construction of the tabernacle in the wilderness, though they would be benefitted from it, that is, part of the items collected would be for their own personal use, but God gave them in excess or abundance that they might have enough to give to Him for the construction of the tabernacle (Exodus 12:35,36).
Another point is that whoever the offering would be collected or taken from, such would have to give it willingly with his or her heart: "FROM EVERYONE WHO GIVES IT WILLINGLY WITH HIS HEART YOU SHALL TAKE MY OFFERING" (Exodus 25:2 NKJV). In other words, whoever is not giving the offering with a willing heart, It would not be acceptable in the sight of God.
Note:
With the condition given by God, with which the offering should be collected, It means there are some offerings given by some people that are not acceptable in the sight of God.
If the heart with which you bring an offering to God is not right or good enough, the offering might not be accepted: "THE SACRIFICE OF THE WICKED IS AN ABOMINATION TO THE LORD, BUT THE PRAYER OF THE UPRIGHT IS HIS DELIGHT" (Proverbs 15:8 NKJV).

The Hebrew word translated wicked in the passage is râshâ' and It simply means a morally wrong person or concretely (an actively) bad person. The word is also used for the condemned, the guilty, the ungodly, and the wicked person that did wrong.
The person who is God's representative may ignorantly collect the offering from you, but in the sight of God, It is not an acceptable offering. When Ananias and Sapphira his wife brought the proceeds of their land which they sold as an offering to the early church in Jerusalem, the Holy Spirit through Apostle Peter revealed their deceptiveness; they brought the money with insincerity and a crooked or dishonest heart. The amount they brought being projected as the proceeds of the land sold was not the accurate amount, It was a part and not the full amount of the money (Acts 5:1-10). Both of them died because of their deceptiveness—they brought the offering with a wrong heart.
The instruction given to Moses was, the offering should be collected: FROM EVERYONE WHO GIVES IT WILLINGLY WITH HIS HEART [from such people] YOU SHALL TAKE MY OFFERING (Exodus 25:2 NKJV).
A Scripture in the new testament also says whoever is bringing an offering should do, bring it, with cheerfulness: "SO LET EACH ONE GIVE AS HE PURPOSES IN HIS HEART, NOT GRUDGINGLY OR OF NECESSITY; FOR GOD LOVES A CHEERFUL GIVER" (2 Corinthians 9:7 NKJV).
An offering brought to God with grudges and deceptiveness would not be acceptable in the sight of God!
