Flock Safety—a leading license plate reader (LPR) company with devices in over 5,000 U.S. communities—is developing a tool called Nova that will allow LEOs to link data from automated license plate readers to personally identifying information and a wider network of people associated with a given license plate such as relatives, friends and colleagues. The Nova system intends to pull data from numerous sources, including people-lookup tools, commercial data brokers, public records, and even breached or hacked data, to provide comprehensive profiles of individuals and their connections (such as marital relationships or gang affiliations) to LEOs. Nova is reportedly already in early use by some agencies. Flock's system is a nationwide searchable database, allowing data sharing not just within departments but across jurisdictions meaning LEOs in any jurisdiction can know the movements of citizens in any other jurisdiction without reasonable suspicion, probable cause or a warrant.
