It just means that I have certain criteria I look for when selecting an up-boost. So my criteria are

• noobs
• following @welcomewagon
• producing great content
• being consistent and good contributors to the platform

Sometimes I select minnows above a 55 reputation, but we really try to reward noobs as much as possible. The whole goal is to give you a good experience because you are the next generation to make this place great.
