I think a "whale cabal" could be viewed as untrustworthy by some, myself included. The situation is ripe for the group scheduling a drop in steem price to buy low and then manipulating the price high to sell. While you and I could see this as a way to jump on the coat tails of the whales it could poison the trust in steem for new customers.
The point is, some of the Whales already talk to each other on various Slack channels. So basically this happens already to some extent, though I completely get your point.
Maybe a cabal with full disclosure? :-)

no doubt about it, I am sure collusion is happening to a certain extent. Lets face it this whole website is one big group colluding together. Some better than others. I just hope ill intent is kept to a minimum so the greater good of us all dilutes the pollution in the water.
Well put; I think collusion for the good of the group is good, it is ill intent that can muddy the waters, but like you said the greater good can and will prevail!
