I agree to this. Additionally I think battle matches should be balanced. Someone with maxed out deck should never matched to low level players irrespective of their ranking. Lower level cards stand no chance against a level 3 flesh golem + level 3 wood nymph and more.

    Being matched with such discrepancies won't be much of an issue in the structure outlined in the OP. This is because we would have 4 leagues to pick from and If someone chooses to play in a league that their cards are underpowered for then they have no-one to blame but themselves.
