Exactly, you are completely right, I was feeling the same about what we should do when someone is hurting everyone and there should be a way to stop that person which you described it so well.
I would add an example: a class without teacher or a school without master wont work the way it has to, nobody's there to manage, so there always needs some people to care about the situation and problems, only they have to be those who deserve to be in a position.
