I suppose the lack of beaches makes it less attractive to ordinary and "shady" investors...

Also, if I remember correctly, the city isn't quite close to the sea too. Also, last but not least, the "local" factor...

There are actually beaches, and even now I saw a pretty nice picture on Google maps with a swimming pool in front of the beach, which makes the place really attractive for tourists in my opinion. Yes, to get to the coast, you have to use a vehicle. But nevertheless, I suspect that it is the local factor, even though the place does not look local for historical reasons, that is the main reason...
