Now history will repeat itself with the recent sweep of Asian foreigners. BI Commissioner Jaime Morente said the 47 Chinese and 34 Taiwanese nationals, who were arrested in Makati City on Tuesday night, would be facing deportation proceedings.

81 Chinese, Taiwanese held in raid vs cyber fraud

The Bureau of Immigration (BI) has filed charges of violating Philippine immigration laws against 81 foreigners who were recently arrested for their alleged involvement in cyber fraud.
BI Commissioner Jaime Morente said the 47 Chinese and 34 Taiwanese nationals, who were arrested in Makati City on Tuesday night, would be facing deportation proceedings.
BI acting spokesperson Grifton Medina said the suspects were arrested at a condominium on Sen. Gil Puyat Avenue while manning their workstations. Details of their alleged cyber fraud operations were not disclosed.
The BI’s fugitive search unit, led by intelligence officer Bobby Raquepo, was conducting an operation to capture four Chinese nationals wanted for economic crimes in Beijing when they chanced upon the other foreigners, who were also suspected of involvement in cyber fraud.
BI law and investigation chief Arvin Santos said they were charged as undesirable aliens who posed a risk to public safety and security due to their status as fugitives. They also failed to present immigration documents to prove that their continued stay in the country was legal, he said.
Medina said the arrested foreigners would also be investigated for possible violation of the country’s ant cybercrime laws.
“This means they cannot be deported while their criminal liability is being determined,” the BI acting spokesperson said.
The 81 foreigners remained in detention at Camp Bagong Diwa, Taguig City.

Can it be imagined that on October 17 the Bureau of Immigration announced that it arrested 49 African nationals for work visas violations:
"BI ARRESTS 49 ILLEGALLY WORKING FOREIGN NATIONALS
The arrested foreign nationals include 21 Ivorian, two Guinean, seven Congolese, one Beninese, 15 Cameroons and three Mauritius."
"Bureau of Immigration operatives rounded up 49 foreign nationals caught in flagrante working in a business process outsourcing company without necessary permits which is a clear violation of the country’s immigration laws."
In just 5 days, they were able to process 49 work visa applications and release all 49, how is that possible?
An inside BI legal staff source stated " Impossible, normal processing time is 3-6 months, there needs to be interviews, hearings, verification of documents submitted, let alone that these 49 African nationals had been arrested and were to be deported as stated by BI on October 17, 2014."

The work visa requirements are:
The visa requirements for the Philippines vary significantly, depending on the purpose and the duration of your stay. However, as an example, the necessary documents for a pre-arranged employment visa include:
A passport valid for at least 6 to 12 months.
Two completed application forms.
Copy of employment contract.
Curriculum vitae.
Passport-sized pictures, signed on front bottom.
Medical and physical examination report by an authorized physician (including a chest X-ray, lab reports, and a certificate that you are HIV-negative).
Visa application fee.
Alien Employment Permit
Aside from an employment visa, the Philippine government requires non-resident foreign nationals to apply for an Alien Employment Permit (AEP) if they plan on working in the Philippines. The department responsible for this permit is the Department of Labor and Employment (DOLE).
ACR I-Card
When submitting your visa application, you need to provide an application for an ACR I-Card along with it. The ACR I-Card costs around PHP 2,500 and is a microchip- based identification card that carries all your information relevant to immigration officials, such as your name, date of birth, age, and visa type.
The card also serves as an Emigration Clearance Certificate (ECC), Re-Entry Permit (RP), and Special Return Certificate (SRC).
The arrested and detained African nationals told other detainees that their boss paid immigration commissioner 100,000 php for each African to be released and issued a work permit, that is 4.9 million php!
The BI legal staff stated that another similar suspicious work visa issuance was to 55 Chinese nationals that were arrested. Under immigration law, those arrested who are in violation will be deported.

55 FOREIGNERS WORKING ILLEGALLY NABBED
Manila, Philippines--- After three subsequent raids in Manila, Quezon City and Malabon, Bureau of Immigration agents nabbed 55 Chinese nationals believed to have been working without the proper permits Tuesday.
Bureau of Immigration (BI) spokesperson Atty. Elaine Tan says these arrests came shortly after an anonymous source gave the bureau information about the existence of several foreigners working in construction sites and retail establishments illegally.
Tan reveals these raids are part of the bureau’s on-going campaign to curb the number of foreigners suspected of working in the Philippines without the proper work permits.
Those arrested are now being kept at the bureau’s holding center in Bicutan.
“All apprehended subjects are presently being investigated whether the initial information against them are true”, said BI spokesperson Elaine Tan.
The separate operations were duly supported by mission orders and were initiated by an information from an anonymous source.
“If the foreign national fails to present any document to support his employment, he will be issued the necessary charge sheet and will eventually be deported”, added Tan.
The 55 Chinese arrested and detained at Bicutan immigration detention center were issued work visas and released after 30 days time.
