The users with better marketing skills and having a better network effect among traders can definitely make some decent money with this referral scheme.
I think the fee schedule that you have shared is an outdated one.
The Maker/Taker fee is now 0.125% flat for both Maker and Taker.
The correct & updated fee schedule as given below:-
