I had a similar issue and ended up finding someone who deals with both home and Commercial Retrofit Window projects. They were quicker than I expected and didn’t push for a full replacement, just repaired what was cracked. I also liked that they gave options for energy efficiency without making it confusing or more expensive than it needed to be.
