NOw, if those things you mention in your post are so important, why do you have to force people to pay for them? Don't you think that I people see them beneficial they will pay for them on a free market? And the price will be lower than any government can get because of the competition.
Unfortunately the term "free market" is so loaded and manipulated at this point in history no one can be sure what is meant by that. I enjoy libertarian thought, but on the other hand, people are sheep, so there needs to be GOOD government that does progressive things. Thinking good public goods and commons occur by themselves is wishful thinking, maybe in 1,000 years when we are more educated and cultured, possibly, but we are still in the muck of dark ages. People crave leaders... our only choice is to collectively choose good leaders. Unfortunately what people can perceive or not as beneficial is highly dubious... fooled and deceived over and over.
